Graduated from Yokohama National University (Business Management), MBA from Thunderbird School of Global Management (Glendale, AZ), Ph.D. form National Tohoku University (International Culture).
Before assuming the present position in 1991, he worked for Nikkei as Correspondent, The Japan Research Institute as Management Consultant and the inter-governmental organization, Asian Productivity Organization as Research & Planning Officer. Part-time Lecturer at Japan Advanced Institute of Science and Technology(2006)
Authored “Information Technology-led Development: Developing Dynamism in Asia”(1990) and “Industrial Specialization by High-Tech Network” (2000).

Assumed the present position in 1993 after successively filling posts, such as, Secretary, National Committee on Science and Technology, and Joint Secretary to the Government of India (Industry of Science and Technology / 1972 ? 1976), Director-Technical Management of Management Development Institute, New Delhi, India (1976 – 1977), Technical Consultant & Head of Research & Planning of Asian Productivity Organization, Tokyo, Japan( 1977 – 1991),and Distinguished Professor School of Industrial Management Institute of Technology, New Jersey, U.S.A, .Authored over sixty publications covering diverse fields such as -: Productivity & Change Management: Holistic Management; Technology Management &Building Technology-Human Hybrids; Engineering, Energy, Environment, and Finance: Planning and Socio-Cultural Aspects of Development.

He is a medical doctor at his clinic, after having worked as a medical doctor for Tokyo University Hospital, Tokyo and Welfare Annuity Hospital, as well as for Chiba Nishi Hospital. as Managing Director In-between he was Director in charge of Aids protection at the Welfare Department, the Government of Japan. Expert in clinical toxication. A member of medicines Sans Frontiers.

Has been involved in the management of various secretariats, including the Keio SFC Industry-Academia Forum, the Sun Microsystems Developer Community, the Data Management Consortium, and the Digital Literacy Council.
